When rating a site please keep the following things in mind:
Design -
Is it a nice looking site or does it give you a headache to even look at it? Some things to look at are the colors, flashiness of a site (is it worth it or just make it worse?), browser compatibility, pop-ups/unders, if you get locked into the site (click back when you first arrive can you go back to th previous page or not?), and sameness across the pages (does each page look like it's designed by a different person?).
Organization -
Can you find what you are looking for fast and easily? Or do you have to search through 15 other pages to find something even remotely close to what you were looking for?
Content-
How current is the information? Some sites don't lose value simply because they haven't been updated, such as how a CD player works or one with photos of Vancouver during the Expo. But if it's a site that needs to be updated frequently, such as a singer, specific disease research, event calendar etc, then don't list it if it hasn't been properly maintained. How much content does it have? Is it just a page or two of well known facts about the singer or it is a lot of information that would make you want to stay there longer because there is so much to see?
